Personal Assistance Services
Need
Federal Agencies such as the Veteran’s Administration (VA) need a vendor with a system in place to fulfill the new requirements for providing Personal Assistance Services to the VA and to its visitors.
Fulfilling the need
Aspell Services, Inc. a certified SDVOSB (Service-Disabled Veteran Owned Small Business) and Precision Healthcare Consultants (8a, HUBZone, WOSB) provide Personal Assistance Services (PAS). We also help agencies with creating a Scope of Work for PAS, Vendor Standard Operating Procedures, and Code of Ethics.
What Are Personal Assistance Services (PAS)?
Personal Assistance Services (PAS) empower individuals who need assistance in performing typical activities of daily living. According to Section 501 of the RehabilitationAct, federal agencies are required to provide PAS to individuals who need them due to certain disabilities. The Federal Government delineates “PAS are services that help individuals who, because of targeted disabilities, require assistance to perform basic activities of daily living, like eating and using the restroom” (www.eeoc.gov). The Act requires federal agencies to provide PAS, … “unless doing so would impose an undue hardship on the agency.”
PAS are provided in support of the US Department of Labor, Office of Disability Employment Policy (ODEP) to “Drive Change and Create Opportunity.” For federal employees, PAS may only be provided to those with a “targeted disability,” which the Federal Office of Personnel Management (OPM) lists to include:
Deafness, Blindness, Missing Extremities, Complete Paralysis, Convulsive Disorders, Intellectual Disabilities, Mental Illness, Distortion Of Limb And/Or Spine.
